NWSC Founders

SANDRA HODGSON, Director and Founder

Sandra Hodgson, J.D. is a Director and Founder of Northwest Surrogacy Center, LLC. She has helped form numerous families through surrogacy and egg donation, representing intended parents, surrogates, and egg donors for over 25 years.

Sandra is licensed to practice law in Oregon, Washington, and Montana. Her areas of practice include surrogacy, egg donation, and adoption. She has been an attorney since 1985 and in private practice since 1988, before which she was a law clerk at the Oregon Supreme Court and Oregon Court of Appeals.

Sandra is a member of the American Academy of Adoption Attorneys and the American Academy of Assisted Reproductive Technology Attorneys. She has authored book chapters and other materials on adoption and assisted reproduction, and has been a speaker at assisted reproduction and adoption seminars. In addition, she is a member of RESOLVE and the American Society of Reproductive Medicine.

Sandra feels extremely lucky to do the work she does and is honored that her clients let her be involved in such a personal journey. When she’s not at work she enjoys cooking, hiking, being outdoors, and spending time with her husband and grandchildren.

JOHN CHALLY, Director and Founder

John Chally, J.D. is a Director and Founder of Northwest Surrogacy Center, LLC. He has 20 years of experience as a surrogacy attorney, with a focus on securing the legal relationship between intended parents and their children. He also has nearly 40 years of experience practicing in the areas of adoption and adoption litigation.

John is licensed in both Oregon and Washington. He has a Martindale-Hubbell rating of AV Preeminent, indicating the highest level of professional excellence and ethical standards. He is ranked as a Super Lawyer. John has published numerous articles and book chapters on adoption and frequently speaks at adoption seminars. He was a member of the State of Oregon Task Force on Adoption Services and drafted legislation regarding Oregon jurisdiction in adoption proceedings, which was enacted by the 2003 legislature. He was also a member of the Oregon Law Foundation Adoption Committee, which developed legislation concerning access to adoption records that was enacted by the legislature in 2013.

John is a member of the American Academy of Adoption Attorneys and the American Academy of Assisted Reproductive Technology Attorneys. He was one of the early promoters of open adoption. In 1985 he co-founded Open Adoption & Family Services, Inc., which is one of the largest adoption agencies in the Pacific Northwest and the leading agency promoting open adoption. He served on its board of directors for eight years.

John feels that he is doing the work he was meant to do. Outside the office, he enjoys spending time with his three children and four grandchildren. He also hikes, kayaks, and practices yoga.

Legal Team

TABITHA LUNDBERG KOH, Director of Legal Services

Tabitha Lundberg Koh, J.D. first worked for NWSC from 2001 to 2004 as the office manager and bookkeeper. After graduating from the University of California Berkeley Law School in 2007, she served as a litigation associate at Orrick, Herrington, and Sutcliffe. In 2009 she rejoined the NWSC team as an attorney and now serves as the Director of Legal Services.

Tabitha is licensed to practice law in Oregon, Washington, and California. Her practice areas include adoption, surrogacy, and assisted reproductive technology, as well as estate planning and probate. She is a member of the American Academy of Adoption Attorneys, Oregon Women Lawyers (OWLS), and the Oregon Gay and Lesbian Law Association.

Tabitha loves working with people and supporting her clients, and she is passionate about helping create families. She and her wife live in Portland with their two young children.

HEIDI MARTENS, Legal Services Coordinator

Heidi Martens attended Indiana University-Purdue University Indianapolis for her graduate work in public history. She had several internships, including with the Indiana Medical History Museum, and also worked for the Indiana State Medical Association before moving to Portland and joining the NWSC team in late 2012. Heidi says that watching intended parents and surrogates connect over something as profound as the joy children bring to people’s lives makes her feel good about the world, and she feels lucky that her job is to participate in that.

When she’s not at work Heidi loves hiking and camping in national parks, going to museums, spending time with her family, and playing Dungeons & Dragons with her friends from school. She lives in Portland with her husband and their daughter.

Client Development Team

SAM CHALLY, Director of Client Development

Sam Chally graduated with a degree in philosophy from San Francisco State University. A Portland native, he lived and worked for many years in Mexico and Nicaragua, where he was a teacher, Peace Corps volunteer, and Sales Consultant. Sam loves working at NWSC and helping families make their dreams come true by helping them bring babies into the world.

Sam divides his time between our office in San Francisco and his home in Bend, Oregon, where he lives with his wife, two children, and two very active dogs. When he’s not working, Sam enjoys mountain biking and skiing.

KARISH PANGILINAN, Client Development Coordinator

Karish graduated from Concordia University Portland with a degree in Biology and Communications. While in college, she had the opportunity to serve the communities in Nicaragua on a medical mission. She worked as a medical assistant in vascular surgery and fertility, prior to joining the NWSC team in 2021. She is elated to be helping people all around the world grow their family!

Karish grew up on the westside of Oahu, but now calls Portland, Oregon her home. When she’s not working, you can find her baking pastries, gardening, or dining at local restaurants.”

Case Management Team

KATY ENGBERG, Director of Case Management

Katy Engberg studied at the University of Oregon and Portland State University, graduating with degrees in community health education and dance. Prior to joining NWSC in 2014, Katy worked as a yoga teacher at a non-profit organization and interned at the National University for Natural Medicine designing and implementing a resource referral program for community clinic patients. Katy loves witnessing the incredible relationships that are formed through the surrogacy process, and she is humbled by the courage she sees in both surrogates and intended parents.

Katy grew up in the mountains of Colorado and now lives in Portland with her husband. In her spare time, she enjoys spending time with friends and family, traveling, cooking, and gardening.

ERIN MAYS, Case Management Supervisor

Erin Mays was born and raised in Indianapolis, Indiana. She graduated from Purdue University (Go Boilers!) with a degree in political science and history. Before joining NWSC in early 2016, Erin worked for the Indiana House of Representatives and the Indiana State Medical Association. One of her favorite parts of being a case manager is being there when intended parents meet their surrogate for the first time, and seeing the connection that will help build their family.

When she’s not at work Erin loves traveling to see the US soccer team play, reading historical fiction, watching science fiction and fantasy movies and TV shows, and checking out Seattle’s amazing restaurants. Her favorite way to explore the city is by checking out all the historic neighborhood movie theaters.

NW Surrogacy CenterJORDYN REDDY, Lead Case Manager

Jordyn Reddy believes it is important to help people through your work and has built her career around this mantra.  Jordyn grew up near Philadelphia, PA but after obtaining her Master’s degree at Oregon State University, she decided to make the Pacific Northwest her home. With a background as a first responder and in sports rehabilitation, she truly appreciates how communication, perspective, and empathy can change most situations for the better.  She is inspired by the kindness and goodness that people have to help create new families with NWSC.

When she’s not working, she enjoys hiking, backpacking, running, baking, time with her partner and pets, and renovating her house.

ANGEL SAULS, Case Manager

Angel Sauls graduated from California State University, Fullerton in 2009 with a degree in Child Development. Before coming to NWSC in 2017, Angel worked for the Department of Justice, FamilyCare, OHSU, and Providence Health Systems in various capacities involving advocacy. Angel’s passionate belief in compassionate mindfulness for self and others drew her to work for NWSC and she is thrilled to assist others transform longings into reality.

In her spare time, Angel is humbly learning the skills of balancing grace, enjoying quality time with her ladies, reading, laughing, attempting general relaxation, and dedicated to becoming a world traveler. She was raised in St. Louis, Missouri and now lives in Seattle.


Amanda Taylor joined NWSC in 2018 but has lived in Portland since 2013. Amanda and her partner relocated to Oregon to be near extended family when they were expecting their first child, and they now have two children and a sweet, grumpy dog. Previously, she worked with the elderly population in Sitka, Alaska doing case management. She has a degree in Criminology from the University of Minnesota, Duluth, and an MS, Publishing & Editing from Portland State University.

Amanda’s excellent taste includes coffee, wine, cheese, and Mexican food and she is talented at digital art and design. She enjoys family time, especially adventures near the ocean and rivers, camping, making up songs, and dancing along to music videos. She loves helping families grow and learning about the experiences women have had in their own lives and what leads them to become a surrogate.

CydniCYDNI ZUPSIC, Case Manager

A lifelong Oregonian, Cydni graduated from the University of Oregon School of Journalism with a focus in public relations, and minors in both communications and Spanish. She spent time working in marketing, events and project management for a local coffee roaster and sports apparel company before she realized she was looking for something more fulfilling.  After the birth of her first child, she found NWSC and a passion in helping others expand their families. She is inspired everyday by the amazing families and individuals she gets to work with.

In her time off, Cydni enjoys travel and adventure with her friends, family, and crazy lab retriever, Harper.


Nina Armstrong received her master’s degree in Social Work from the University of Washington and is a Licensed Clinical Social Worker. Prior to joining NWSC as a case manager, her career focused on supporting children, youth, and families impacted by trauma and grief. She lives in San Francisco with her partner, her French bulldog ‘Kol’, and her cat ‘Powder’. She is thrilled to journey with families at this very exciting time in their life.

When she’s off the clock, she’s usually exploring with her dog, reading, doing yoga, or adventuring outdoors.


Amber DeDionisio grew up in a small town outside Baltimore, Maryland and obtained her Bachelors in Fine Art and Masters in Teaching at Maryland Institute College of Art. She began her career teaching Fine Arts at the high school level and in 2013 made the move across country to Portland, Oregon where she fell in love with the region and its beautiful landscapes. Prior to joining NWSC in 2021, she managed production for one of the most prominent wineries in the Willamette Valley. 

Amber is thrilled to connect with individuals in their profound journey toward growing their family and is both honored and humbled to work with the generous surrogate community. In her spare time, Amber enjoys being outdoors with her husband and two dogs, canoeing, plein air painting, cooking, and gardening.

Surrogate Resource Team

Anna NWSCANNA IOANNOU, Director of Surrogate Resource

Anna Ioannou graduated in 2012 with a degree in arts administration and a concentration in speech from Georgia State University and spent the majority of her career in marketing and business development roles for construction and civil engineering. With a career change in mind and having always dreamt of life on the west coast, Anna and her husband purged their belongings and traumatized their two cats with a cross-country flight to Portland in April 2017. Every day Anna is inspired by the warmth and generosity of our superhuman surrogates and her colleagues.

In her spare time, Anna enjoys exploring Oregon, costuming, playing with special FX makeup, and counting down the days to Halloween.

MariahMARIAH SWAN, Surrogate Resource Team Manager

Mariah Swan was born and raised in Montana and graduated from Gonzaga University in 2013 with a degree in biology. She joined NWSC in 2014 and helped open the offices in San Francisco and Sacramento, California, and now resides in Spokane, WA. Mariah loves hearing the stories of surrogates and intended parents and helping them through the complexities that make up the process of surrogacy.

In her spare time, Mariah enjoys cooking veggie-forward meals and staying active. She enjoys making the most of what each season has to offer between running, skiing and backpacking. You might find her out on a trail in Washington with her dog and fiancé.

KRYSTA VOLLBRECHT, Surrogate Resource Team Manager

Krysta Vollbrecht graduated from Portland State University in 2003 with a degree in Women’s Studies and completed a master’s in Nonprofit Management in New York City in 2008. Krysta spent ten years working with nonprofits mainly in fundraising and marketing. She moved back to the Portland area to start a family and loves the many ways to be active outdoors here.

In addition to her work helping nonprofits, she has also been involved in volunteer work to help vulnerable children in the foster care system. She loves talking to other moms and swapping birth stories and is thrilled to be working with amazing women who are helping other families grow. In her spare time, Krysta enjoys gardening, baking with her daughter, and is an avid reader.

LYNDSY MANZ, Surrogate Coordinator

Lyndsy grew up in the Central Valley of California and obtained her bachelor’s degree in Portland, Oregon and her master’s degree in Waco, Texas. Over the years, Lyndsy and her husband relocated to various parts of the country working in higher education and living in college towns, but Lyndsy was eager to return to the beautiful Pacific Northwest. Before joining NWSC in 2021, Lyndsy worked for the University of Portland where she was the Assistant Director for Student Engagement. Prior to that, Lyndsy was a founding Director for the Greater Lafayette Chapter of Younger Women’s Task Force (YWTF) which allowed her to invest in social justice issues and be a proactive part of the change for those underserved in her Indiana community. She’s a mother of three who has experienced hospital birth in Arkansas, a miscarriage, a home birth in Virginia, and delivery in a birthing center in Indiana. Lyndsy loves to hear the diversity of lived experiences we all have while listening to pregnancy and delivery stories!

Lyndsy enjoys taking strolls (not hikes) through nature with her kiddos and exploring all the fun parks the Portland area has to offer. She volunteers with Friends of Trees to support growing our urban canopy. For fun, Lyndsy once created an online course to share the principals of minimalism with her friends.

ANGEL BRADFORD, Surrogate Coordinator

Angel joined NWSC in 2020 with a heart for supporting growing families. Angel graduated from Xavier University of Louisiana with a BA in Mass Communications and an MA from the University of Phoenix in Education. She was a surrogate in 2019, and vividly recalls the realities and joys of the surrogate experience. Angel is excited to help others ready to travel their own surrogate journey here at NWSC!

When she is not working or serving as a military guard member, she enjoys reading, movie watching, and trying new restaurants and foods. She also enjoys tea parties, ABC mouse, and kidz-bop dance parties with her 3 & 1/2-year-old daughter.

MEGAN BRUNSTON, Surrogate Coordinator

Megan joined NWSC after 10 years of working in the reproductive health field. Megan graduated from the University of North Texas with a degree in International Studies, and a double minor in Women’s Studies and Spanish. After graduation, she moved to Portland, Oregon to become a certified birth and postpartum doula, and spent four years supporting families during their prenatal, labor and delivery, and postpartum experience. During that time, Megan’s love for pregnancy grew, and she decided to dedicate her energy and career to supporting individuals during any pregnancy experience and became a volunteer as a pregnancy peer-to-peer counselor and volunteer doula in Portland hospitals. She is thrilled to be part of the NWSC family where she can continue the meaningful work she is most passionate about.

In her time off, Megan enjoys doing fiber art, reading a book with a cup of tea in hand, going for walks, spending time with her cats, adventuring to Oregon’s amazing hots springs, and sharing food with friends and family.

NW Surrogacy CenterKATY BUCK, Surrogate Coordinator

A transplant from the Midwest, Katy Buck fell in love with the Pacific Northwest and graduated from Washington’s Evergreen State College in 2007. Before joining NWSC, she worked in the public sector for 10+ years and played a supportive role to the author of the law which expanded compensated surrogacy in Washington state (thanks, Katy!). She is an egg donor and loves knowing she’s helped families realize their dreams of children.

Katy B is also a certified yoga instructor and enjoys reading, traveling, reading about traveling, and cooking for herself and others.

KATJE HOPKINS, Surrogate Coordinator

Originally from a small island in the South Puget Sound, Katje followed her military husband to NC, then back to his home in Portland where they lived for 10 years. Katje earned a degree in archaeology from Portland State University and was drawn to learning more about prehistoric birth. Alas, archaeology and parenting do not easily mix so Katje spent 6 years managing a natural health clinic. Being surrounded by women who mixed medicine and parenting led her to become a surrogate with Northwest Surrogacy in 2015. Though she did not have a traditional journey, being forever connected with the agency through friendships and admiration for surrogacy brought her back as an employee in 2021.

Katje and her husband now reside in the Puget Sound with their son and daughter. They love to explore the Salish Sea in their canoe or paddleboard, hike in the Olympic Mountains, create elaborate Halloween costumes, and pretend they are competing on the baking competition Nailed It. In her spare time, Katje is an avid “birth nerd” who would still love to serve birthing people as a midwife or doula when her young children are grown.


OLIVIA SPITZER, Surrogate Coordinator

Olivia came to NWSC after four years of private labor doula work, supporting her clients through their pregnancy, birth, and postpartum periods. Her passion is rooted in helping families meet their babies, in every and any possible way. She has attended over 100 labors and is enthusiastic and excited to bring that experience to her work with surrogates and intended parents.

Olivia grew up in Santa Cruz, California, and graduated from Bennington College with a degree in literature and technical theater.  She moved to Portland, Oregon in 2011, in order to pursue her career in regional theater. In 2015 she made the choice to look for a new career and dove headfirst into birth work. In her free time, Olivia loves to read, drink strong tea, and work in her garden. She lives in a little red house in NE Portland with her hilarious husband, knucklehead dog, and an aggressively affectionate cat.

KELSEY LAMB, Eligibility Supervisor

Kelsey Lamb graduated from the University of Oregon in 2011 with a degree in cultural anthropology. She spent two years in New York working for an events production company, before returning to Oregon and working for a nonprofit. Kelsey is excited to play a role in such a wonderful time in the lives of our families and is amazed by the generosity of our surrogates.

Kelsey enjoys running, hiking, photography, and taking advantage of the ample outdoor activities available in the Pacific Northwest. Although she has lived in Oregon for most of her life, New York gave her a new appreciation for the beauty of Portland, and she is eager to continue exploring all the city has to offer.

KimKIM BRASSEUR, Eligibility Coordinator

Kim graduated from Portland State University with a BS in science with a focus on chemistry. She began her career at Oregon Health and Sciences University (OHSU) where she worked in the Center for Women’s Health and the Liver and Kidney Transplant Department. She joined NWSC in 2019 as an eligibility coordinator. She is excited to work with the amazing women who help families realize their dreams.

Kim grew up in Eugene, Oregon, but has lived in Portland for 13 yrs. She is a lifelong animal lover and is the proud owner of a 3 yr old Flemish Giant Rabbit named Leonard. In her spare time, she loves road trips, time with her daughter, exploring new places, going out to eat, and all true crime shows/movies.

RachelWard NWSCRACHEL WARD, Eligibility Coordinator

Rachel joined NWSC in 2018 after graduating from California State University, Chico with degrees in Women’s Studies and Business Administration: Finance. Rachel has a nonprofit background in activism and advocacy, with an emphasis in women’s and LGBTQ+ issues using an intersectional lens.

Rachel is beyond grateful to be a part of NWSC’s tight-knit family. As an aspiring mother-to-be open to any and all family dynamics, she is humbled by this opportunity. She is excited to help families find their beginning by assisting the team’s efforts in supporting surrogates throughout this complex and life-changing process.

In her spare time, Rachel loves watching and playing soccer, camping, traveling, and reading niche romance novels. She was born and raised in northern California and now lives in the Portland area with her partner and two cats.

MICHELLE BROWN, Eligibility Coordinator

Michelle Brown graduated from Eastern Washington University with a degree in Technical Communication and minors in Business Administration and Visual Design. Before joining the NWSC team, she held administrative roles in educational and real estate settings. After spending time abroad in Taiwan, she returned home to the Pacific Northwest and eventually settled in Portland. Michelle is thankful to be a part of each surrogacy journey and admires the passion for family shared among everyone involved. The warmth and love revealed remind her of the good in the world.

Michelle’s favorite things include researching baking recipes (and testing them!), marathoning shows on Netflix, and discovering the Portland area with her husband. She is an enthusiast of botanical life, video games, and the repetition of data entry.

Financial Team

LAURA PLESKAC, Trust Accounting Manager

A native of Nebraska, Laura Pleskac moved to Portland in 2012 after beginning her accounting career in New York City. While attending college in Nebraska, Laura had the opportunity to travel abroad and study in Spain and France. These international experiences are a valuable asset as she works with families from around the world at NWSC.

Laura comes from a large family and appreciates that she is part of a company that helps other families grow. She loves the supportive environment and the unique personalities that make every day interesting and fun. When she’s off the clock, her favorite things are knitting, traveling, and outdoor adventures.

BHARATI KASIBHATLA, Financial Coordinator

After calling Portland home since 2006, Bharati was joined the NWSC team in 2018. She has previously taught writing, English literature, and gender studies at Pacific University and at the University of Florida. She is originally from Mumbai, India, and enjoys reading, writing, and traveling. Bharati says she loves her NWSC co-workers and the passion they bring to supporting the intending parents as well as surrogates.


HEATHER KELLEY, Financial Coordinator

Heather joined NWSC in June 2016 after six years of working with people experiencing homelessness. She graduated from Southern Oregon University with a degree in International Studies, with a focus on Women’s Studies and Spanish. After graduation, she served two years as an AmeriCorps VISTA member, during which she developed a passion for doing work that impacts people’s lives in meaningful and lasting ways. After her cousin became a surrogate, Heather witnessed the amazing way surrogates help to create loving families and she is so excited to be able to work with other women who want to be a part of that experience.

In her time away from the office, Heather enjoys hiking and backpacking through Oregon’s beautiful wilderness. She’s also happy staying in with a cup of tea and a good book. She loves old sci-fi movies-the cheesier the better!

CHELSEA DORE, Financial Assistant

Chelsea is a life-long Portlander.  She has a degree in Spanish from Lewis & Clark College and is currently studying to become a CPA.  She loves helping families and worked as a clinic and project manager in women’s health and primary care before joining NWSC in 2018.  She lives in Portland with her husband and two children and equally loves cozy Pacific Northwest days indoors and beautiful ones outdoors.


Operations and Marketing

MICHAEL CHALLY, Executive Director

Michael graduated from the International College at the University of Oregon in 1998 with a degree in Asian Studies. He worked in the tech industry for over 15 years designing and building software for both startups and large companies.

Michael grew up in Portland and still lives there with his wife, daughter, and son. When he is not at work, Michael likes to travel, ski, bike, and read.


MollyMOLLY O’SHEA, Finance and Human Resources Manager

Molly O’Shea has been at NWSC since 2005. She graduated from the University of Oregon with a degree in political science and environmental studies. She came to NWSC with several years of experience in finance and administration, mostly at law firms. Molly is inspired by the women she gets to work with every day who so generously give the gift of surrogacy. She also finds it deeply rewarding to watch people who have worked so hard to have children finally get to be parents.

When she’s not at work, Molly likes to travel, hike, read, and cook. She lives in Portland with her husband and son.

CARLA SPENCER, Director of Marketing

Carla Spencer graduated from Rhodes College with a degree in fine art and anthropology. She worked as a fundraiser for nonprofits in Memphis, Tennessee and Santa Fe, New Mexico before moving to Portland to be near family and enjoy the Pacific Northwest. Carla joined the NWSC team in 2013. She loves being able to bike to work, getting to see newborns, and most of all, helping people realize their dream of parenthood.

Carla lives in Portland with her family, a giant dog, and two cats. They enjoy picking berries, swimming, baking, cycling, making art, and dreaming about summer.

VERONICA BOWERS, Community Support Manager

Prior to joining NWSC, Veronica worked for 10 years as the Director of Travel for an airline and most recently as an event coordinator and community advocate in McMinnville, Oregon. In addition, Veronica regularly volunteers at her kids’ schools, the McMinnville Chamber of Commerce, Habitat for Humanity, and more. Veronica loves sharing her passion for surrogacy every day. She is an experienced surrogate with NWSC who was worked with families in both France and Australia. Watch the French Documentary “Two Men and a Cradle” about her and the French family!

Veronica lives in McMinnville with her husband, two children, two dogs, a cat, and six chickens! In her “free” time, she enjoys baking and trying new recipes, traveling the world, and spending time with her family.

SavannahSAVANNAH INMAN, Receptionist

Savannah moved to Portland four years ago, after growing up in Sun Valley, Idaho. She graduated from the University of Portland with her degree in Social Work and completed a fulfilling internship as an Advocate at a Portland non-profit, supporting survivors of intimate partner violence. In that role, she found a passion for working with women and children. Savannah joined NWSC in June 2021, and it has been such a positive transition by being part of a team that supports families through the surrogacy process. 

In her spare time, Savannah enjoys painting, writing, exploring the Pacific Northwest, and being a “plant mom” by tending to her houseplants.
